QBS Council Testifies Before State Board
STATEWIDE, September 19, 2006— John P. Dugan, Jr. PE, President of the Connecticut QBS Council, testified before the State
Contracting Standards Board last month to encourage them to adopt Qualifications-Based Selection (QBS) as a state-wide policy for the selection of design professionals.
The State Contracting Standards Board is developing a state-wide procurement policy which will be presented to Governor Jodi Rell
and the General Assembly for consideration. The Board was appointed by Governor Rell in reaction to the contracting scandals of the Rowland administration.
Currently, only the Departments of Public Works and Transportation are required by state law to use QBS, although several other
departments and state agencies use the process. It is mandated by federal law for federally funded projects and used by many municipalities. QBS is also recommended by the American Public Works Association and the
American Bar Association.
The Connecticut QBS Council is a nonprofit foundation supported by the American Institute of Architects, Connecticut Chapter, the
American Council of Engineering Companies of Connecticut and the Connecticut Association of Land Surveyors.
